The Union Budget 2026–27 is not just an economic exercise of revenues and expenditures. It is the strategic bridge between our demographic potential and the inevitable destiny of Viksit Bharat 2047. Every budget reveals a nation's priorities. It tells us what we value, whom we empower, and what future we dare to build. And today, that future rests on the shoulders of the Yuva Shakti of India. We are the Amrit Peedhi—the generation that will witness India transform from a developing nation into a global economic and technological powerhouse.

II. The Pillar of Human Capital: Education & Skills

Chairperson, Critics often measure education by literacy rates, but this Government measures education by employability, innovation, and national productivity. That is why the Union Budget allocates a historic ₹1.39 lakh crore to the Ministry of Education. But funding alone does not transform nations—vision does. Through the newly established EEE Committee — Education, Employment, and Enterprise, we are ensuring that our degrees are not merely certificates, but gateways to the global digital economy. We are decentralizing creativity by establishing 15,500 AVGC Content Creator Labs across schools and colleges. This means that the next global gaming designer, AI developer, digital storyteller, or tech entrepreneur may emerge not only from Silicon Valley—but from Surat, Sambalpur, or Srinagar. Through these initiatives, we are sending a clear message to the youth of India: Your imagination is no longer just creativity — it is a national economic asset.

III. The Pillar of Social Equity: Inclusive Growth

Chairperson, No nation can truly move toward Viksit Bharat 2047 if opportunity remains unequal. Development must not only be fast, it must also be fair. That is why this budget focuses strongly on inclusion and accessibility. We are establishing one girls’ hostel in every district of India, ensuring that distance never becomes a barrier to education. Additionally, the Tax Collected at Source (TCS) on overseas education loans has been reduced to just 2%, ensuring that global opportunities are accessible not only to privilege, but to talent. So that the daughter of a farmer can dream just as boldly as the son of an industrialist. This, Chairperson, is the true spirit of “Sabka Saath, Sabka Vikas, Sabka Vishwas.”

Chairperson, India’s youth are not merely seeking employment—they are creating the future. Through the ₹10,000 crore SME Growth Fund, we are empowering young entrepreneurs and startups. Through Semiconductor Mission 2.0, we are building India's presence in the global chip manufacturing ecosystem. Because the nation that controls technology today will shape the global economy tomorrow. Our goal is clear: India must move from being a consumer of innovation to becoming a global producer of innovation. From Job Seekers → to Job Creators. From Skill Development → to Knowledge Leadership.
